Sir Barr. Onyinyechi Emmanuel Ugwulor was born on Tuesday, January 05, 1960 at Egbelubi Eziama, Ngor-Okpala Local Government Area of Imo State to the family of Chief and Mrs. Michael Ugwulor Oriala. He attended Ene’s School of Commerce,

Owerrinta from 1974 – 1978 and obtained his GCE O’Level and A’Level in 1978/79 and 1981 respectively. He passed both the Intermediate and Advanced levels professional certificates in Pitmans and Royal Society of Arts. He obtained Diploma (with Credit) in Business English from England in 1980. He later enrolled into the Institute of Chartered Secretaries and Administrators and passed Parts I & II in 1984/85. In 1995, Barr Ugwulor bagged 2nd Class Honours in LLB Degree from the University of Nigeria Enugu Campus and proceeded to the Nigerian Law School for his B.L. Degree where he also made 2nd Class Honours in 1996. He started his career as a Teacher at Mentors Comprehensive School, Okpala and has a stint as a personal secretary at Development Finance & Investment Company Ltd. Owerri. Ugwulor joined the University of Nigeria as a secretary in 1983 and has risen to the status of Secretary to the Vice-Chancellor from 2014 to date. As a Lawyer, Barrister Ugwulor is involved in legal drafting, ADR and advocacy. He is a member of the Nigerian Bar Association. He has been a member and secretary to many committees and panels in the University and other external bodies. He is a Fellow of the Institute of Industrial Administrators (FIIAN) in Nigeria. He is the Registrar of the Diocese of Nsukka (Anglican Communion) from 2009 to date. He has a Diploma in Higher Education from Israel. He has attended many conferences and workshops. He is an experienced Administrator and enjoys jogging, reading and football. Barrister Ugwulor is happily married and blessed with children.
